「말의 물길」은 말의 홍수 속 한 대상을 고른다. 이번엔 사람이 아니라 기관 — 정부의 공식 목소리다. 누구나 볼 수 있는 발표·브리핑에서 그것이 실제로 한 말을 펼치고, 두장옌의 틀로 홍수를 거른다. 우리가 건네는 건 판정이 아니라, 읽는 사람의 씨앗을 키울 물이다.

The Waterway of Words picks one subject from the flood. This time not a person but an institution — the government's official voice. From publicly viewable briefings and announcements it lays out what was actually said, and filters the flood through the frame of Dujiangyan. What we hand over is not a verdict, but water to grow the reader's own seed.

'소버린 AI'를 둘러싼 홍수

The Flood Around "Sovereign AI"

'소버린 AI' 둘레로 말이 넘친다. 정부가 2035년까지 1천조를 부어 'AI 주권'을 완성하겠다 선언하자, 누구는 "국가 대도약"이라 하고, 누구는 "구호일 뿐 정책이 아니다"라 한다. 홍수는 두 곳에서 솟는다 — 감정("국뽕이다"·"혈세 낭비다")과 사실 다툼("1천조가 현실적인가").

Around "sovereign AI," words overflow. When the government declared it would pour a thousand trillion won by 2035 to complete "AI sovereignty," some called it a "national leap," others "a slogan, not a policy." The flood rises from two springs — emotion ("national chest-thumping," "a waste of taxes") and factual dispute ("is a thousand trillion realistic?").

여기서 우리가 "주권은 옳다" 혹은 "과하다"라고 한마디 보태면, 홍수가 한 뼘 더 불어날 뿐이다. 그래서 그 한마디를 하지 않는다.

If we add "sovereignty is right" or "excessive," the flood only rises another inch. So we don't add that word.

이번 대상은 사람이 아니라 기관이다. 앞의 두 편이 개인 화자였다면 — 유시민, 이준석 — 이번엔 정부의 공식 목소리다. 발표·브리핑·SNS로 세상을 읽어 건넨다. 그러니 우리는 누가 말했는가(어느 개인)의 동기를 캐지 않는다. 기관이 어떻게 말하는가, 그 프레임만 본다. 화자가 아니라 청자를 돕는다.

This time the subject is not a person but an institution. The two earlier pieces were individual speakers — Yoo, Lee; this time it is the government's official voice, reading the world through announcements, briefings, and posts. So we do not probe the motive of who spoke (which individual). We look only at how the institution speaks — the frame. We help the listener, not the speaker.

먼저 짚어 둔다. 이건 양비론이 아니다. "정부도 시끄럽고 비판자도 시끄럽다"는 말은 홍수를 한 번 더 흐릴 뿐이다. 능동적 중립은 어느 함성도 사지 않는 것이지, 모두를 같다고 뭉개는 것이 아니다. 뭉개지 않는다. 거른다.

One thing first: this is not both-sidesism. To say "the government is noisy and its critics are noisy" only muddies the flood again. Active neutrality means buying neither side's roar — not flattening everyone into the same. We don't flatten. We filter.

덧붙여 둔다. 현 정부의 1천조 규모 정책을 해부하는 이 글은 반정부 비판으로 오독되기 쉽다. 그러나 이것은 어떤 거대한 권력의 언어라도 예외 없이 같은 물길을 통과시켜 모래를 걸러내겠다는 약속이다. 우리는 정부를 겨누는 게 아니라, 권력의 언어가 어떻게 지어지는지를 본다.

A word before we begin. This piece — dissecting the current government's thousand-trillion-won policy — is easy to misread as anti-government criticism. But it is a promise: that the language of any great power, without exception, will be passed through the same channel to filter out the sediment. We do not aim at the government; we look at how the language of power is built.

그러려면 원재료부터 봐야 한다. 정부가 실제로 무슨 말을 했는지.

For that, we must start from the raw material — what the government actually said.

세 자리, 같은 곳을 가리키다

Three Podiums, One Direction

세 자리에서 정부는 같은 곳을 가리켰다. 국민보고회는 누구나 유튜브에서 볼 수 있고, 장관의 SNS와 업무보고도 공개돼 있다. 각 발언을 그 표현 그대로 옮긴다. 해석은 그다음이다.

At three podiums the government pointed to the same place. The national briefing is on YouTube for anyone; the minister's post and the work report are public too. We quote each in its own words. Interpretation comes after.

여기까지가 사실이다. 이제 두장옌의 물길처럼 거른다 — 들일 것을 가르고, 모래를 쳐내고, 바닥을 보고, 밭으로 보낸다.

That much is fact. Now we filter, as Dujiangyan's channels do — sort what to admit, cast off the sediment, read the bed, and send it to the field.

선택을 매번 '필연'으로 다시 쓴다

Rewriting Choice as Necessity, Every Time

이제 무엇을 안에 들이고 무엇을 흘려보낼지 가른다. 세 발언을 나란히 놓으면, 반복되는 게 하나 보인다. 국가의 선택(1천조 투자·GPU 국산화·독자 모델·국가 플랫폼)을 매번 필연으로 재기술한다는 것이다 — 주권, 생존, 국가 간 경쟁, 모두의 것. 우리는 이 반복 하나만 안쪽에 들인다. 나머지는 바깥으로 흘려보낸다.

Now we sort what to admit from what to let flow past. Set the three statements side by side, and one thing recurs. It re-describes the nation's choice — a thousand trillion in investment, homegrown chips, an independent model, a national platform — as necessity every time: sovereignty, survival, a contest between nations, everyone's. We admit only this one recurrence. The rest we let flow out.

감정과 사실 다툼을 흘려보낸다

Letting Emotion and Dispute Flow Past

물을 쓰기 전에 모래부터 쳐낸다. 홍수의 모래는 둘이다.

Before we use the water, we cast off the sediment. The flood's sediment is twofold.

하나는 감정이다. "국뽕이다", "혈세 낭비다", "드디어 우리도" — 이건 말의 온도지, 밭을 적실 물이 아니다. 밖으로.

One is emotion — "chest-thumping," "wasted taxes," "at last us too." That is the temperature of the words, not water for the field. Out it goes.

다른 하나는 사실 다툼이다. "1천조가 현실적인가", "GPU 1만 개로 따라잡나", "중국이 정말 막나". 실제로 반론이 있고, 아마 계속 있을 것이다. 따질 값어치는 있지만, 밭에 댈 물은 아니다. 밖으로.

The other is factual dispute — "is a thousand trillion realistic?" "can ten thousand GPUs catch up?" "is China really closing off?" There are counterarguments, and there will keep being. Worth arguing, but not water for the field. Out.

"필수인가 선택인가"라는 질문도 사실 이 모래에서 나왔다. 정부는 "필수"라 부르고, 비판자는 "구호"라 받는다. 질문 자체가 홍수의 산물이다.

Even the question "necessity or choice?" came from this sediment: the government calls it "essential," the critic "a slogan." The question itself is a product of the flood.

남는 건 '수호자석'이라는 자리

What Remains: the Guardian's Seat

모래를 다 흘려보낸 뒤에도 남는 바닥이 있다. 그 바닥에 정부의 말이 드러내는 것은 하나다.

A bed remains even after all the sediment is gone. On that bed, the government's words reveal one thing.

빌린 안보의 언어는 정부를 늘 수호자석에 앉힌다. 반도체·에너지·방위산업 옆에 AI를 나란히 놓아, 토론 가능한 산업정책을 협상 불가한 생존의 레지스터로 올린다. 그러면 1천조도, 국산화도 '고를 수 있는 것'이 아니라 '지켜야 할 것'이 된다.

The borrowed language of security always seats the government as guardian. Setting AI beside semiconductors, energy, and defense, it lifts a debatable industrial policy into the non-negotiable register of survival. Then a thousand trillion, and homegrown production, become not things to choose but things to defend.

그리고 외부가 그 자리를 계속 닦는다. "중국이 막는다, 미국이 통제한다" — 그들이 문을 닫으니 우리는 지을 수밖에 없다는 것. 국내의 거대한 재정·산업 결정이, 밖에서 강제된 것처럼 배치된다. 이것이 유형 B의 부인구다. 개인이 "좋고 나쁨이 아니고"로 자리를 닦았다면, 기관은 "우리가 고른 게 아니라 시대가 시킨 것"으로 닦는다. 여기에 '모두의 AI'라는 선의의 프레임이 겹치면, 수호자는 시혜자가 된다.

And the outside keeps polishing that seat. "China is closing off, America is controlling" — because they shut the door, we have no choice but to build. Enormous domestic fiscal and industrial decisions are arranged as if forced from outside. This is Type-B's disclaimer: where an individual polished the seat with "not good or bad," the institution polishes it with "we didn't choose this — the age demanded it." When the benevolent frame of "AI for All" overlaps, the guardian becomes a benefactor.

이 바닥에서 "선택이 아니라 필수"가 나온다. 수호자석에 앉아 외부로 닦아낸 문장이라, 기관의 입에서는 필연의 문법으로 나간다. 고른 게 아니라 지킬 뿐이라고.

From this bed, "not a choice but essential" emerges. A sentence spoken from the guardian's seat and buffed by the outside leaves the institution's mouth in the grammar of necessity — not chosen, only defended.

필수와 선택을 가르는 건 자리다

The Seat Decides Necessity or Choice

이제 걸러진 물만 밭으로 보낸다. 홍수에서 거른 그 물은 농업용수다 — 씨앗을 키우는 데 꼭 필요한 물.

Now only the filtered water goes to the field. The water drawn from the flood is irrigation water — exactly what a seed needs to grow.

이 글도 판정을 심어주지 않는다. AI 주권이 필수인지 선택인지, 이 정책을 어떻게 볼지 — 그 씨앗은 우리 것이 아니라 읽는 당신의 밭에 있다. 우리는 물만 댄다.

The water is this: when the borrowed language of security seats the speaker as guardian, "not a choice but essential" takes on the grammar of necessity. So the same thousand trillion is sovereignty to defend for the government, and an invoice passed without scrutiny for the doubter — the seat decides, not the policy. When this water reaches your field, "necessity or choice?" grows into your own judgment.

같은 물은 다음 밭에도 흐른다. 누군가 '주권'·'필연'·'생존'으로 큰 결정을 감싸거든, 그 언어가 화자를 어디 앉히는지, 무엇을 '고를 수 없는 것'으로 만드는지 대보라.

The same water flows to the next field. When someone wraps a large decision in "sovereignty," "necessity," "survival," hold it up: where does the language seat the speaker, and what does it turn into a thing that cannot be chosen?

세 편이 여기서 만난다. 유시민은 빌린 학술 은유로 관찰석에, 이준석은 빌린 데이터로 심판석에, 정부는 빌린 안보로 수호자석에 앉는다. 개인의 자리가 기관 규모로 커졌을 뿐, 수법은 하나다 — "나는 그저 현실을 읽고, 지킬 뿐." 여당의 비판자, 야당의 대표, 정부 자신. 우리는 셋을 같은 물길로 걸렀다. 팀을 가리지 않는다.

Three pieces meet here. Yoo took the observer's seat with borrowed academic metaphor; Lee the arbiter's seat with borrowed data; the government the guardian's seat with borrowed security. The individual's seat has only grown to institutional scale; the move is one — "I only read, and defend, reality." A ruling-camp critic, an opposition leader, the government itself — we filtered all three through the same channel. We take no side.

그리고 이 문법은 서울만의 것이 아니다. 베이징은 모델을 잠그고, 워싱턴은 반도체를 잠근다 — 저마다 '주권'의 언어로 담장을 세운다. 한국의 소버린 AI는 그 세계적 담장 짓기의 한 벽돌이다. 우리는 담장이 옳은지 판정하지 않는다. 다만 '주권'이라는 한 단어가 어디서든 선택을 필연으로, 담장을 방패로 바꾸는 것을 본다.

And this grammar is not Seoul's alone. Beijing locks its models, Washington locks its chips — each raises a wall in the language of "sovereignty." Korea's sovereign AI is one brick in that global wall-building. We do not judge whether the wall is right. We only see that the one word "sovereignty," anywhere, turns choice into necessity, a wall into a shield.

물은 이 글에게도 흐른다. 우리도 방금 한 기관의 말을 같은 바닥에 놓고 걸렀으니까. 이렇게 맑은 물로 보면, 정부의 말은 홍수가 외치는 것보다 정연한 설계로 드러날 수 있다. 변호처럼 보일지 모르나, 우리는 변호도 기소도 하지 않는다. 같은 물을 "다 국뽕이고 낭비"라 외치는 홍수에 대도 밭은 자란다. 거기선 감정으로 검증을 건너뛰는 자리가 드러난다. 두 밭은 같지 않고, 우리는 뭉개지 않는다. 물을 댈 뿐, 무엇이 자랄지는 밭이 정한다.

The water flows toward this piece too — we just laid one institution's words on the same bed. Seen through this clear water, the government's words may reveal a more orderly design than the flood's cry. It may look like a defense, but we neither defend nor prosecute. Hold the same water to the flood shouting "all chest-thumping and waste," and that field grows too. There, a seat that skips scrutiny with emotion shows. The two fields are not the same, and we do not flatten them. We only bring the water; what grows, the field decides.
